Max voltage rating input capacitor in INA282 design of TIDU227.

Capacitor C2 and C4 need to withstand high voltages. Now the are rated to 2KV. I would like to like to use an X2Y capacitor type. These capacitors can't cope with these high voltages.

Is it an option to move the TVS in between the R1/R2 and C2/C4? In this way I suppose the high voltages are drained through the TVS. So the maximum voltage constraint of C2/C4 will be the clamping voltage of the TVS?
