My application is to measure the charging and discharging current of the battery.

Is this is possible using INA226 with low side sensing?

Yes, it is possible with low side sensing. To determine if the battery is charging or discharging, you need to determine the current-flow direction. To accomplish this task, the current shunt monitor must have bidirectional capabilities. The INA226 is a bi-directional device with a shunt voltage input range ± 81.92mV.
