TL972 use as a general op-amp

Hi,

I am trying to use the TL972 as a basic inverting operational amplifier, but things do not seem to be working correctly.  For one the v- and v+ pin do not have equal voltage, the output is not inverted, the output is less than the input voltage of 5 volts, in the output voltage is positive.  

I used a general non-inverting op-amp as shown in this schematic.

Can the TLE2141 be used for this purpose?  If not I need a general op-amp that can handle a 5 volt input voltage and can handle around 50-80mA output current.  Any suggestions?
