Improving linear amplifier low gain

We use T.I. P/N LM1558 for an electronic control amplifier application. For voltage feedback, we use 200K positive and negative side feedback resistors. We normally use two 10k resistors in series with the positive and negative inputs. This gets us a gain of 20 in our circuit. We are now trying to use P/N LM1558 in the same circuit but with a gain of 1. When we put resistors in series with the 10K, we can reduce the gain; however, when we get to around a gain of two, the positive and negative output gains are uneven. The negative output stays linear up to saturation, but the positive saturation is much lower than the negative saturation and is not linear. Does anyone have any suggestions on how we can fix this or if there is a similar op amp that would be more stable for a low gain applications?
