There is no min/max for thermal impedance.

The power rating table displays the allowable amount of power based on a certain ambient temperature. What is your max ambient temp? Just take that number and match it to the table.

I measure Tc (case temperature) as 69 °C.

and I wonder how to measure the Ta (ambient temperature). please let me know the method to check the ambient temp. of TL072.

You can use the room thermostat to know the ambient temperature.

TJ(max) is 150C. The higher the TC the lower the power.

here is my final question.

I had difficulty measuring Ta, so I measured Tc and it's 70 °C.
I think Ta is lower than 70 °C, so this temperature meet the TL072CDR operation temperature spec.

Am I right?

It is good provided power dissipated is less than 465mW.

If the TL072 drives a heavy load then provide VCC+/- and output impedance or current.
