TL074: Output status for no input signal

If in the case of Vcc+: +15V / Vcc-: -15V / Input: 0V, can TL074 output keep 0V? 

I hope to keep Vout: 0V, but TINA-TI result was 2.54Vout.

I want to confirm Vout is 0V or not for above condition.

If not, is there countermeasure the external circuit?
