INA821 is stable with 1nF means that it can drive 1nF load in any configuration without breaking into oscillation. The inputs are protected up to +/-40V means that no damage will occur when applying up to +/-40V with respect to system ground. However, the input current must have a path to system ground so if the positive supply can only source current (e.g. LDO) or negative supply can only sink current, the supply pins must be protected by Zener diodes (TVS) as shown in the diagram below (DZ1 and ZD2):
