Hi Ann,
Datasheet spec is all that we can guarantee.
It is possible to kill the part with a low voltage pulse such as 32V (think of the ultimate case of an infinite pulse, or DC). In case of repeated over voltage condition, even if the device doesn’t fail right away, it is very likely that walking-wounded are created. And it becomes a reliability risk.
However, sometimes it is possible to absorb the transients with protection circuits such as a pair of TVS diodes. But this has to be treated on a very specific, case by case level, not to be generalized.
