Other Parts Discussed in Thread: TLE2037

I am looking at to parts to make a voltage follower. They are TLE2037 and LM318M. The problem comes when I build them up according to the data sheet, I immediate have noise on the output once I turn on power but don't have an input signal. What am I doing wrong? The supply voltage is 12V DC.
