The OPA695 can work with +/-3V supply, however with some performance degradation in BW and harmonic distortion. The minimum recommended supply for this part is roughly +/-2V or single 4V. I have shown a typical plot of small signal BW with supply voltage for Av = +8V/V. Even though the plot below is for single-supply voltage, it is also applicable for split supplies (+/-).
I would think, however, that if the output is limited to +/-1Vpp, you should be able to work with +/-3V supplies to save some power.
