IVC102U Voltage on digitals inputs

Hi everyone, 

I actually try to use your IVC102 for an ionization chamber, so I create a PCB with a power supply of +-10V (2 batteries of 9V for each pins of the power supply with a tension divider bridge) and a decoupling capacitors of 0.1uF, but when I put the power supply on the PCB, the digital input have the same voltage than the positive pins. First of all, I use a soldering iron, and I thought that I burned the component, so, I used a reflow oven for a second PCB, but the same problem appears.

How can I fix this problem ?
