Page4 says: " In order to utilize the maximum input dynamic range of ADC, this sensed differential voltage ( shunt V ) signal needs to be amplified and adjusted to meet the ADC input requirement. This requires a precision amplifier, used in a non-inverting configuration for signal amplification and conditioning as shown in Figure 3. " 

If the author had tought on the Signal Stage & Signal Conditioning, from signal point of view where Vshunt represents input signal, than it is inverting configuration.
