The diagram figure7 in page 17 shows enable shows connection between EN and I2C. I believe EN should be high for I2C programming but I will double check. Is this the question?

Yes, that's the question. Agree with you that, the connection and the description shows, EN should be high to enable I2C to control BUCK2, HSD, VLR. If EN low, except for standby LDO, the other four channels should be disabled.

To need your help to confirm is, basing on above logic, EN and I2C could be control and set independently basing on application to enable and disable, and not any special sequence is needed to take care of, right?  (For example, if I want to disable both BUCK1 and BUCK2, I could directly pull EN low, rather than disable BUCK2 first with I2C first, and then pull down EN.)

Rocson, I believe you undestood the mechanism. If you pull the EN pin 11 low both BUCK1 and 2 are off. EN has to be high for controlling the BUCK1 and 2 throw I2C bus. I hope this answers your question.
