Is there any specific start-up and sequence requirement for Vin, EN and RT/CLK?
Are these ok?

 - Vin -> RT/CLK -> EN
 - EN -> Vin -> RT/CLK
 - EN -> RT/CLK -> Vin
 - RT/CLK -> EN -> Vin
 - RT/CLK -> Vin -> EN

 *RT/CLK is external clock
