AFE4403 sign of life

Hi,

I don't get the sign-of-life voltages or the 4 MHz clock out from our AFE4403. I have 3.3V applied to RX_ANA_SUP, RX_DIG_SUP, and 5V applied to TX_CTRL_SUP and LED_DRV_SUP. I also have AFE_PDNZ and RESETZ pulled high through a 10K to 3.3V. I have a clean 8 MHz going into Xin, Xout is floating. Grounds are all common. There is a 2.2 uF at TX_REF and BG.

I read 5 V at TX_REF

0V at BG

nothing on clock out

nothing in TXN/TXP

Did I break my part? I'm a little leery about 0V at BG and 5V at TX_REF. I guess I'd like to know if this is a known state and I'm missing something or if I'm mishandling the parts in some way. I'd like to know minimum sign-of-life. If I put in 3.3V RX_DIG_SUP and a 8 MHz clock will I get something out of CLKOUT? What inputs/power can control TX_REF or BG?
