SN55LVCP22-SP: prop delays

For SN55LVCP22-SP’s Propagation delay, it appears that the typical is 650ps but can vary 200ps to 2350ps. Is this range determined by part variation alone, or is this a culmination of part variation, temperature, EOL and radiation effects? Will the propagation delay from part to part in the same environment vary from 200ps to 2350ps? Could this variation be minimized for two ICs on the same board that would undergo nearly identical environmental variations?

    The range is over full voltage, temp, and process spread.
    If the parts have same temperature and voltage, then only the process variation would remain. The differential between each devices will be much less than the difference of the max range.
    We do not have a part to part skew specification.
