SM320F2808-EP: Can't flash SM320F2808PZMEP device using C2000 Series XDS510LC JTAG

I have a board SM320F2808PZMEP which I can't flash with C2000 Series XDS510LC JTAG emulator. I have gone through every connections both on schematic and layout and checked all JTAG pin voltages without success. I have another similar board but with TMS320F2808TZ device that I can successfully flash with C2000 Series XDS510LC JTAG emulator. Knowing that the 2 devices are from the same families, I was wondering if SM320F2808PZMEP which could potentially run up to -55'C might need special settings in the JTAG environment to flash. Basically anytime I would try to flash the board having SM320F2808PZMEP device in the C2000 Series XDS510LC JTAG emulator environment, the section where the image should be chosen is deactivated. I have attached the schematics of the board showing the connections between JTAG connector and the processor for your further considerations. I am using an 8 MHz crystal for the processor.

    There should be no functionality differences with respect to programming or emulation between the EP and the catalog version.

    Can you elaborate on the error message received when programming is attempted?
    You can include screen shots. This is done by selecting "Insert Code, Attach Files and more..." Then use the the paperclip to insert screen shot.

    My initial look at your schematic does not show any obvious issues.

    Just to be safe, can you provide the lot trace information the device(s) tested? I can check to see if any issues have been reported.
    How many devices/boards have you attempted to program?
