FORWORD operation of the motor when,

IN2 input 0 (LOW),
PWM input to IN1,

REVERSE operation of the motor when,

    Yes, PWM input is connected to IN2 to achieve reverse operation.

    For forward operation, either input can be PWM'ed. The difference is the desired operation when off. You can select Coast by PWM'ing IN1 and setting IN2 to 0, or Brake by PWM'ing IN2 and setting IN1 to 0.

    The same description is true for reverse operation, although the inputs are reversed.
