Power supply with 1 phase or 3 phases

Power Supply

We are looking for a solution for a special power supply.
The power supply is operated either with 1 phase or 3 phases against the neutral.

If I feed with 1 phase, the other two power supplies must be locked.

With a 3-phase supply, I need an output line 4.5kW, with 1 phase is a reduced power

The output is 325V DC
No galvanic isolation

Is there a way to solve this with a reference design?
