What CCS are you using? Can you right click and select "Open With"->XGCONF?

Why do you have some many .cfg files?

I could get around for this issue by creating new RTSC project and adding my SDK files into newly created project.

But now I am facing different issue, may be because of multilevel of configuration files. Below is snapshot

The reason for having so many files is due to multiple levels for configuration for each module and we want to keep each configuration separate.

can you post the content of that ./config.bld file? Does the file release/vision_sdk_configuro/config.bld exist on the path from the error message?

I could resolve path issue; earlier i had created project in CCS workspace instead of actual project location.

After creating new RTSC project in actual makefile projects location I could open all .cfg files. I am still facing some path issues. Can you please help with adding config file paths to RTSC project?

Are you receiving that error message when building the project? Can you post the complete console output? The package ti.sdo.utils is in IPC, so you have to have IPC somehwere in your package path. Can you also check Project Properties->CCS General->Products? That's where your package path is defined.
