Error Connecting to Target BBB AM335x XDS100v2

Hello All,

I've installed a the prescribed JTAG header onto the the BeagleBone Black REV C and am attempting to run a simple StarterWare program on it using the XDS100v2 emulator from Blackhawk, but when I try to debug it I get the following error.

IcePick_D_0: Error connecting to the target: (Error -2131 @ 0x0) Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 5.1.232.0) 

I'm using CCS 5.5.0.00077. Anyone have any thoughts on what I'm doing wrong?
