NE555: Switching on and off duration at monostable operation

Could you give me comment on if NE555 can be used to switch on and off time at monostable operation like as Figure 10? In my understanding, the on time duration can be decided by C and RL. The customer wants to confirm if the off time can be decided by tuning some external components like C and RL.

    Fixed on and off time is acheived by using the a-stable circuit where times are set by C, Ra, Rb. The monostable circuit has a fixed on time set by Ra and C. Off time is not set by the NE555. RL does not affect 'off' time nor 'on' time. Do you have a clock that drives the NE555? Do you want the NE555 to generate a clock signal? If so, what are the desired off and on times?
