Section 6.1.1.4 states that when an Out of Range condition is detected the data output will be all '1's or all '0's depending if it is over range or under range. This is consistent with the default output format of offset binary. Does the output during Out of Range conditions change to '0111_1111_1111' and '1000_0000_0000' when in two's compliment mode?
