Pin20 Low, Pin21 Low, Pin22 High, Pin23 Low, Pin24 Low.

But don't have output, have any miss?

Do you have pin 20 directly tied to ground or do you have a pull down to ground? To be in hardware mode, the pin must be pulled down with a resistor.

Your MCLK is not a common audio clock or a multiple of your sampling frequency that is an available divider in the part. For 48 kHz you can use any of the 6 system clock frequencies in Table 1 of the data sheet at 48 kHz.
