Could I use DAC37J84 to generate a high frequency(100MHz ~ 600MHz)?

The frequency is not fixed. How fast the latency is to generate the other frequecy(ex.150MHz --> 400MHz)?

    Yes, the DAC37J84 can generate signals from 100 MHz to 600 MHz. If you are using the JESD204B interface the frequency can change as fast as you need it to. If you're planning to just use the NCO, then the latency will be higher. Changing the NCO frequency requires writing a new frequency to the NCO and then issue a sync request (through SYSREF input). The SPI frequency will be the limiting factor in this case.

    If I use JESD204B interface, the latency  will be 1/12.5G x 8 = 0.64 ns.

    Is it right?
