What is the purpose of bias voltage for I and Q channels (VbiasI and VbiasQ)?
Is this something I have to supply separately from VA?

VbiasI and VbiasQ are internally generated bias voltages. There is no need to supply power separately.
In your design you need to include decoupling capacitors as noted in the datasheet. Each VbiasI and VbiasQ ball must have 100nF low ESR and low ESL capacitor to GND.
