The datasheet of ADC12D1800 states that the FPBW is 2.8 GHz for Non-DES Mode (see 1.1 on page 1 and 4.6 on page 17). Is this refer to undersampling, since the sample frequency is 1.8 GSPS?

Yes, in non-DES mode, with a maximum possible sample rate of 1.8 GSPS, the FPBW frequency of 2.8 GHz implies an undersampling application. Sampling signals in the 2nd and 3rd Nyquist zones is easily supported in non-DES mode.
