As I understand, this is simply a differentiation of how many devices are on the reel. For this particular device, it seems both the 'E' and non-E packaging is the same, simply a carry-over from the standard convention. Device-wise, absolutely no difference in any specification, it is simply a package transportation designation.
I am still awaiting verification from the packaging engineer, and will verify my conclusion as soon as I hear back from him.

We all agree the only difference between the 'E' and 'non-E' part numbers is the number of devices in the shipping container. I have seen 250 pieces and 1k pieces. My recommendation is to use whichever version your distributor uses to get the number of pieces you require. You can use the TI order-now page: www.ti.com/product/ADC16V130/samplebuy
