We are experiencing the same issues, and also do not see any diagnostic LEDs light up. I have verified that out power supply provides at least 5v 4a. Please advise?

As a follow up to what Dan stated the TI Store warranties EVMs for 90 days from date of purchase.
The following link has the details and a link to the form to start the return process. Once you are on the returns and refunds page of the TI Store look for the hyperlink which says: TI store customer support form.
