Q - What are the unused components on the ADS1298ECGFE-PDK? Do I need them on my own design?
A - The ADS1298RECGFE-PDK does have several components which are shown as Not Installed. As these parts are not necessary to run the board, they are not necessarily required on your own hardware setup.
Since you asked though, U13 is a standard 8-pin SOIC- our 'D' package. We've not identified any specific amplifier for use in that location so I don't have any details on a particular part number.
U3 and U4 are options for an external 2.500V or 4.096V reference. Since the ADS1298R has a internal reference sources, these two components are not installed on the board and are therefore are not compulsory for placement in your own hardware. These components are also the standard 8-pin SOIC footprint. If you feel the internal reference of the ADS1298R will not be adequate for your system requirements, you could use either the REF5025 or REF5040 - you would not need both unless you plan to have an option in your end system to allow the selection of the reference source.
Diodes D1 thru D10 are SOT23-3 footprints, this would be our DBZ package. These could be nearly any dual ESD diode or perhaps a dual zener - the implementation of these diodes is not mandatory from the perspective of the ADS1298R, but safety considerations based on local and international regulations for medical products may dictate how you configure the front end of your system.

Any recommendations for the Capacitor and Resistors NI in the path of the electrodes.
C78 , R11, R12 in the path of V2. And the ones in the rest of the circuit paths. Should be the same I guess.
