Video mosaic effect with VGA input

I am thinking about a hardware or embedded solution for a specific application.

Input is VGA signal (Red, Green, Blue, Horizontal Sync, Vertical Syn), 640x480 resolution.

Need to convert to 64 x 48 resolution by calculating average value of each 10 x 10 pixels blocks,
(like mosaic effect)
Output is 64 x 48 x (3 byte pixel value) x ( 30 frame rate) = 73728 bit/second
to an display eiththroughh a bus or serial port

What is the most cost effective solution without using expensive high-speed ADC/DSP/Processor/FPGA?

I know I could use TVP7002 plus some processor, but the processor has to be running on much higher

speed than 25MHz output from TVP7002 to be able to do (sampling, calculating average value).

I wondering is there a way to use a lower speed process (16M or 64M) or use some hardware solution to

lower output data rate from TVP7002 first (down sampling?)
