A customer find a solution to use TVP7002 for VGA to RGB, but the device is not reconamnd for new design. is there some solution can be used for such application, using one device or two device is ok.

Unfortunately the TVP700x are the only devices we have for analog to digital conversion.

The NRND status simply means that there is limited additional support for design in. The device itself will still be available for purchase for the foreseeable future and there are no plans to obsolete it.
