We want to use the TVP5158 in a 12MHz application, however, the Anti-aliasing filter has a roll-off ~6.5MHz for NTSC/PAL applications. In this design, it is used for RS-170, so we need the higher BW. Can this filter be disabled, or is there a similar 2-IN device that will work for RS-170?

Are you sure you aren't confusing bandwidth with sample rate?
A 12MHz bandwidth implies a pixel output sample rate of ~24MHz., which the TVP does not implement.
the ADC sample rate is 27MHz, but is decimated/filtered to produce an output pixel rate of about 13.5M pixels/second, which in turn translates to a maximum signal bandwidth of 6.75MHz, so even if there was no AA filter the max video bandwidth you can export through the digital output is 6.75MHz.
RS-170 is really just a monochrome version of NTSC with SLIGHTLY higher bandwidth.
