TVP7002: Unstable DataClock and outputs

Hi,

I'm trying to process a VGA signal (640x480, 60Hz) with the TVP7002 but I ran into some weird chip behaviour.

The TVP7002 setup is as shown in the datasheet. It's configured according xls in the first reply to this post: e2e.ti.com/.../910038 . When I initialize the TVP and apply the VGA signal the following happens:
1. There is a dataclock signal, but it's very unstable. The amplitude and frequency are constantly changing.
2. There are no outputs measured on the HSout and VSout pins.
3. Some of the RBG datapins respond as we might expect (if we change the screen from black to white, it goes to mostly low, to mostly high), but most of the RGB datapins remain 0.
4. When we power up the board, the TVP makes the 3.3V supply voltage rise to 3.6 volt. Without the TVP attached it remains at 3.3V
5. The Internal clock is stable at ~6.4Mhz.

The question is: What am I doing wrong here, and, can i possibly fix this?
