Not able to get a license server using third party FlexNet. Imadmin download is unavailable. Does anyone know what going on ?

I'm unable to get a license server to run CCSv5  Floating license. When I located the download Imadmin from FlexNet it said unavailable. I also downloaded the other tools but when I tried to open them, I only see the cmd line GUI popup for a second or two then it disappears. Can anyone help with this issue ?
