TMS320F28335 having problem regarding jtag downloading

Still I feel the device is not powered on! Also, Is your target configuration correct?

i check all power supply and i use uniflash software hence it do not have direct provision to test.
also i chek pin voltages of TRST=3.3v, EMU0/1=3.3v i didn't know what to do?

Have you checked the voltage on the TVRef pin on the connection to the XDS100v2 JTAG emulator?

TVRef is used by the XDS to detect the absence of target power and set the input level on EMU and JTAG voltage translation devices within the XDS. See http://processors.wiki.ti.com/index.php/XDS_Target_Connection_Guide#TVRef for details.

now i don't know about this error please help me to toggle it

but i solve that problem. actually there is hardware issue my reset track and one more track coming from FPGA was short and as its my new design its hard to find but i solve the problem
