i am using CCS 2.21 from many year in order to target 6713 DSP.
I think to upgrade to the last CCS version and i need to have some information.
1- Is the upgrade is straightforward ? in another word, is the only thing i need to do is to load the old .pjt project and build it ? Is there a way to evaluate the latest CCS version without buy it ?
2- do i need to buy a new licence or just buy for an upgrade ?

No. To be completely honest, it will be a drastic change. The entire environment has changed since then. The main changes occurred between CCSv3 and CCSv4. While the project format is completely different, we do provide a pjt migration wizard.

Unless you have an active subscription for your existing CCS version, you will need to purchase a new license. Note that we offer many options to evaluate CCSv6 through a limited fee license and time based eval license:
