Do I need a Code Composer license?

We developed a product using the Tiva-C board, but placed the processor alone on the production boards.  I plan on using the XDS100v2 JTAG interface to program the part (TM4C123GH6PMI7) on our product.  The question came up, do we need a Code Composer license to program the part on our board or is a license only needed to continue development on our target?
