What could be the cause of this error?

Look in the directory C:\ti\ccsv6\tools\compiler\ti-cgt-arm_5.2.5\lib with a typical file browser. Is that lib file present? If it isn't present, the linker should invoke mklib to build it for you. That process is described here.

From the error message, I'd guess that the file exists but is not readable for some reason.

i was denied permission to that folder in my company.Once i was given permission to that *.lib file it compiled :)
