Linker fails to auto-build missing RTS library, because Windows executable mklib.exe is missing

I installed ti-cgt-msp430_15.12.0.LTS and tried to build a project with small code and small memory. This produced an error.

I discovered that mklib.exe is missing from the tools\compiler\ti-cgt-msp430_15.12.0.LTS\lib folder. Looking at the install log does not indicate this file was part of the install.

This is a known issue. The SDOWP ID is SDSCM00052668. We plan to fix it in the next release 15.12.1.LTS.

I saw the SDOWP entry but it says it applies to the TMS470 Code Generation Tools. My issue is with the MSP430 CGT. Does the SDOWP need updating?

The issue is present in both compilers. The SDOWP system doesn't have a good way to represent that fact. The issue is being fixed in all affected compilers.
