I am looking for the "ARM Assembly Language Tools User's Guide" document for version 5.2.8 of the TI ARM compiler but cannot find it anywhere.

Older revisions of the manuals are not generally available for public download. Most of the time, using the latest manual is good enough. All that said, I can understand why you might want an older manual.
