I've downloaded "sloc241C" and extracted the zip file but clicking on the extracted file gets me Windows asking what software do I want to open it with. Is this not an executable file?

I just downloaded the file sloc241c.zip and unzipped it into a directory using 7-zip. There is one file in the directory Tina90-TIen.exe. Double-clicking this file and the installation starts.
The file size of the zip file is 88,126,259 bytes and for the exe file it is 91,877,360 bytes.

I re-downloaded TINA-TI but it shows up as "sloc241c" as before. As an experiment, I added a dot zip file extension and then it extracted the correct .exe file. The previous time it extracted a text file and three large Microsoft exe files.
Where are all the nice National comparator models? This update of TINA-TI did not those.
Also, what is this ominous "fedid.ti" now appearing in the TI URL?
? What new version? I downloaded the latest one on the 5th od December; is there a newer version now?
The "fedid.ti" popped up briefly when I was trying to download TINA-TI. Is this something regarding export controls?
