You can access the user defined source (PWL source) by placing a voltage or current source and accessing the properties. Click on the sources tab and choose the current generator or the voltage generator:
Next, place the source and right click and select properties (or simply double left click on the source). Choose the Signal and a new window will appear. Select the Piecewise linear source and you can enter in your time value pairs.
You can click on the test button to see the waveform plotted on the left hand side of the window. Click OK to save the source definition.
Next, run your simulation.

This function can only be enabled by purchasing the full version of TINA from DeisgnSoft. There are a couple limitations of the free version of TINA-TI and this is one of them. Additionally, Monte Carlo analysis is not enabled for TINA-TI.
