Modeling a changeable voltage supply for USB Power Delivery

Can WEBENCH generate a circuit that will output a set of voltage from a single controller/converter? I'd like to have a single 5V high amperage supply common to all the USB ports I decide to have and then a dedicated buck converter (supply will be 21V to 48V) per Power Delivery port than can switch between 9/12/15/20V rather than 1 per rail.

If it can't generate the circuit itself can it model it? Can I use a model from WEBENCH as a base and export it to TINA-TI to modify and simulate/test it there if not?
