I want to understand what is it that makes OBSAI on C6474 support only WCDMA. It 's a high speed serial so I would have expected it to be independent of technology.

In the AIF User's Guide, sprug12, section 3.3 (page 46) explains the tradeoffs when using the AIF for a system that does not specifically require either OBSAI or CPRI.
You are absolutely correct that the AIF is a set of high-speed serial communication busses that can be used to transfer data between any compatible devices.
However, the AIF and Frame Sync (FS) peripherals were designed with specific applications in mind, and the OBSAI-support features were designed with specific communication standards in mind. This intent may limit the flexibility of the AIF/FS for other applications and standards, but still allows you to fit the application to match the way the AIF operates.
