Part Number: TMS320TCI6487

I want to build a device that can communicate with 4G telecom carriers using a SIM card. Can this SoC be used for 4G communication? If not, can someone suggest me a SoC for a smartphone-like application? Something that is closest to say, Qualcomm's Snapdragon line. Thanks in advance.
