PCIe Control: DSP vs ARM

Hello,

in the project we're working on we are utilizing ARM and DSP cores as
well. As far as I understood Linux has total control over peripherals
including PCI Express, which we'd like to control exclusively by a DSP
core. Do you think it's possible to disable Linux's demand over PCIe and
use only a DSP core as root complex instead?
Couldn't find any documentation on this, any help would be much appreciated!
