Ddriving TMS320C6657 PCIe RX line while unpowered

Good day DSP Champs!

I have a question concerning the TMS320C6657 DSP I would appreciate your help with: 

I see from the datasheet that general I/O and clocks must not be driven when the C6657 is unpowered.  However, in our design as it stands we cannot guarantee the PCI Express SERDES Rx pins won’t be driven while the C6657 is unpowered. It is not clear to us whether this is permissible?  We will be isolating the PCIe ref clock, but not the tx/rx signal pairs. Would it be possible to confirm whether this is safe or not?
