Yes, there is difference in voltage and boot pin configurations for C667x running at 1.0 GHz and 1.25 GHz.
For voltage details, please refer section 6.2 Recommended Operating Conditions in device data manual. The smart reflex will play a major role in adjusting this core voltage. The boot pin configurations for various frequencies are given in section 2.5.4 PLL Boot Configuration Settings in device data manual.
The 1.25 GHZ device is recommended to operate at 1.25 GHz. However you can operate it from 1.0 GHz to 1.25 GHz, but there wont be any reduction in the power consumption. The minimum frequency of C667x SYSCLK1 is 800 MHz and the maximum depends on the device specification like 1.0 GHz , 1.25 GHz...

The VF360 boots in I2C Master mode, which does not use the BOOT pins for PLL configuration.
