The 6671 board must not to boot.

Use the 6678 EVM board has created a board.

JTAG connection, normally write programs to IBL files(EEPROM51.BIN) and SPI NOR memory.
However, should the SPI boot. DDR3 memory is operating normally.
If you read the GPIO value is 0x980B is read. But I read the DEVSTAT register the value 0xFFFF is read.
Why does the same? The accompanying diagram.

    Since the DEVSTAT register does not show the proper boot configuration value, there might be a issue with device initialization. I would like you to ensure that the power and reset sequence is proper as mentioned in the device data manual. If possible, please share the scope capture of all the power rails and reset signal from your board.

    In your design, i see all the pins like POR, RESETFULL, RESET are tied together. But as per data manual, the RESET pin should not be tied together with the POR pin. Please refer section 7.5 Reset Controller in the device data manual for proper understanding about various resets.
